Follow-up for openspec-flow#74 after using the run bar on production.

Running chip: a still dot. The winding braid ball barely read as moving at 10px; the stepper's stripes and the status light already say a run is running. Its code is removed.
Rail card: 7.625rem instead of 6.25rem, so a two-line title no longer clips the line under it (reproduced with soundcheck#32's title in ui-polish.spec.ts).
data-bar-title: the bar's title attribute no longer collides with the rail card's data-run-title.

Fast lane: backend 1791, UI unit 424, browser 76 passed.

- The running chip's winding braid ball barely read as moving at 10px, and the stepper's stripes
  and the status light already say the run is running. It is a still dot like the other states,
  and the ball, its ring geometry and its CSS are gone.
- A rail card was a fixed 100px, room for one line of title. soundcheck#32's run wrapped to two,
  and the card squeezed the title back to one and drew where the run was half-hidden under it.
  The card is 7.625rem, the sum of what it holds, and the title does not shrink.
- The bar's title is data-bar-title: data-run-title was already the rail card's, and Restore's
  focus hand-back found a rail card first at 1280px and up.
