Implements openspec-flow#94 (change resting-pointer-no-hover).

A scroll the pointer did not move for in the last 150ms marks the transcript list data-hover-paused; the next pointer move clears it. While paused, CSS holds what hover draws at rest (row background, copy button, chevrons); the rows keep their pointer events, so clicks still land.

New e2e/resting-pointer.spec.ts (3 of 3). Full lane: backend 1856, UI unit 444, browser 108.

With the mouse parked over a streaming transcript, each line scrolled the list under it, and each
row passing beneath took and lost :hover: the background flickered and the copy button blinked.
Measured in the fixture's streaming run: scrollTop 243 → 783 in four seconds while the lit row went
row 1 → none → row 2 → none.

A scroll the pointer did not move for in the last 150ms marks the list `data-hover-paused`, and the
next pointer move clears it. While paused, CSS holds what hover draws at rest — the row background,
the copy button, the chevrons — but the rows keep their pointer events: taking those away (tried
first) sent a click without a move, and Playwright's own clicks, to the list instead of the row.
