Closes nothing yet: the change stays open for the operator to archive. Implements openspec-flow#74 (change run-status-bar).

What changes

One run bar across the run page: repository / pipeline / #N title (IBM Plex Sans, bright ink, linked to its issue), a state chip, elapsed time, auto-approve, and the open step's controls. A phase stepper underneath, with a check on finished phases and a ring plus progress bar on the current one.
State chip for all seven run states. An open gate says "Needs you" even while the run's status says running. Running is a small winding ball of the braid mark's strands.
Spine starts at its phases; the current band shows N of M and the same bar.
Done is teal wherever it means done, drawn as a check. Diff additions, strings, "fits", "Merged", "ready" and Approve stay green.
Controls are filled buttons with drawn icons; phones get back, title, chip and controls.
The coding-agent view is unchanged.

Verification

./tools/test.sh full (fixture servers of this worktree, OSF_URL on one with --status): backend 1799 passed, UI unit 426 passed, browser 89 passed. The two follow-the-tail @live specs fail, and fail identically on main against the fixture.
A baseline worktree of main run back to back: same two failures, 1.2m against 1.3m.
Checked in a real browser at 1440, 1280, 1024 and 375 px.

The run's title was amber, the colour that means "needs you" everywhere else, and the size and
face of the buttons beside it, so it read as one more alert; the run's state and progress sat a
column away in a five-line block at the top of the spine.

- One run bar across the run page: repository / pipeline / #N title (IBM Plex Sans, bright ink,
linked to its issue), a state chip, the elapsed time, auto-approve, and the open step's
controls, which Stage draws into the bar through a portal and keeps its own state for. A phase
stepper underneath: a check on finished phases, a ring and a progress bar on the current one.
- The chip has a word for all seven run states; an open gate says "Needs you" even while the
run's status says running. Running is a small ball of the braid mark's three strands, winding:
a 96-frame filmstrip moved by a stepped CSS transform. Rebuilding its paths per frame added a
minute to the browser specs and failed their streaming checks.
- The spine starts at its phases; the current band shows "N of M" and the same bar.
- Done is the live teal wherever it means done, drawn as a check; green stays for diff additions,
strings, "fits", "Merged", "ready" and Approve.
- Controls are filled buttons with drawn icons. Phones get back, title, chip and controls.
- The Playwright config follows OSF_FAKE_URL, so a worktree can run its own fixture server beside
the main checkout's; the fixture's fix-css run carries a real issue ref.
