Implements openspec-flow#90 (change run-bar-one-row).

The title block takes what the chip, tag and controls leave, with a floor of ten characters of title plus the chip and tag; the breadcrumb shortens first. The row wraps only when the controls do not fit beside that floor.
The Redo button leaves the bar; Step details offers it behind the same confirmation, and r still opens it.
Fixed on the way: a phone overlap in the first version, and the prompt bar's message box squeezed to ~25px at 768px since #85.

Full lane: backend 1799, UI unit 428, browser 94 of 95 (the miss, a delegation timing check under heavy load, then passed 12 of 12 on this branch and on main back to back).

At 1280px soundcheck#32's run pushed the elapsed time and the step's controls onto a second row:
the title never gave way.

- The title block takes what the chip, tag and controls leave (`flex-1 basis-0`) with an explicit
  floor of min(21rem, 100%): ten characters of title, the widest chip and the tag. `min-w-min` did
  nothing, because a truncating title's min-content is the whole title. The breadcrumb is one
  truncating run that gives way before the title. The row wraps only when the controls do not fit
  beside that floor — a strict no-wrap overflowed below ~1000px for a step showing every control.
- On a phone the floor holds too: at zero the row never wrapped and the title, chip and tag
  spilled under the controls.
- The prompt bar's message box keeps 14rem beside its buttons: since show thinking joined them,
  at 768px it was squeezed to ~25px.
- The Redo button leaves the bar; Step details offers it behind the same confirmation, and `r`
  still opens it.
- The fixture's run_fanout carries soundcheck#32's long title, so the spec checks the real case.
